STUDENT ACCESS GUARANTEE

 

What is the Student Access Guarantee?

 

In March of 2006, the Ministry ended a two-year tuition freeze and announced a new Tuition Framework for 2006-07 to 2009-10.  As a condition of increasing tuition, postsecondary institutions are required to participate in the Student Access Guarantee (SAG).  Through the Student Access Guarantee, the Ministry and Ontario’s provincially assisted universities and colleges are partnering to support access to postsecondary education.

 

 

Principles of the Student Access Guarantee:

 

Principles of the guarantee are that:

 

  • No qualified Ontario student should be prevented from attending Ontario’s public colleges and universities due to lack of financial support programs, and;
  • Students should have access to the resources they need for their tuition, books, and mandatory fees.

There is an expectation that the student, and sometimes his or her family will participate in financing postsecondary education, based on their available financial resources, and that where additional financial support is needed the student will apply to the Ontario Student Assistance Program first.

 

For purposes of the SAG, a qualified Ontario student is a student who is academically qualified according to the institution’s requirements for a particular program, and meets the requirements to apply for assistance from OSAP.

 

Under the guidelines established by the Ministry, institutions may provide this aid in various forms including bursaries, scholarships, and work-study. 

 

Delivery of the Student Access Grant:

 

  • Students must apply for OSAP to determine their level of unmet need.
  • Student must have an “unmet need” under the OSAP program. “Unmet need” refers to students whose need as determined by OSAP calculations is greater than the amount available under the OSAP program maximums.
  • Student must pick up the first OSAP funding installment and sign the OSAP Confirmation of Enrolment.
  • Student must fill out a Laurentian University Bursary Application.
  • Bursaries will be awarded based on the level of “unmet need” according to OSAP and also on the information presented on the Laurentian University Bursary Application such as the applicant’s individual budget, exceptional expenses, and extenuating circumstances.  The total number of applicants and the funds available annually are also important considerations.
  • Students who withdraw from one or more of their courses may have their awards revoked
